Damascus, SANA President Bashar al-Assad issued on Sunday the Legislative Decree Number 25 on appointing the graduate, who comes first from any specialization that grants a university certificate, as a university lecturer without having to undergo a competition.
The first three graduates optimally can benefit from the degree and get appointed without a competition in case of fulfilling certain conditions.
